From all I've heard of him, he is actually a well-respected housing and economic development official, and he helped turn around DC's housing agency. Seems like a good hire, maybe ray is actually going to care about something other than himself now.

FWIW, I just heard on NPR's Morning Edition, that it involved an affair with a subordinate in which he was absolved of charges of special treatment. He admits poor judgment, though. The administration says they know about the issue and it is not disqualifying.
