They already know who they want and want to be able to hire them as soon as they get their application in.
With a cut off date they have to wait.

Because they need to fill the position and there are probably many qualified people out there. Just get your stuff in ASAP.

Because they want to start reviewing applications but don't want to necessarily close the pool of applicants.

I find this odd and have noticed it at my job lately for certain announcements and the screening beginning date is usually just a couple of days away. Anyone have any insight?
