I read the flyer posted in GP and according to the owner of Freckles (the small dog), the owner of the larger dog didn't even react when the large dog was assaulting Freckles. He just let his dog kill Freckles and then he walked away. It's one thing if the dog was off leash shaking a smaller animal, but it wasn't.

The owner behaved badly. That doesn't mean this dog is dangerous.

But what's your point? The issue is the owner's behavior, not the dog's. He is an asocial asshole.

A small dog can be killed by a larger dog very quickly. That is exactly why they should be ON A LEASH. You also cannot assume that the larger dog wasnt older, half deaf, easily startled etc as all dogs get this way when they age and if the little dog caught him by surprise that would provoke it. The owner is an ass for walking away. But the larger dog should not necessarily be totally to blame here.
There is a chihuahua in my neighborhood ALWAYS off leash and I own two larger dogs - a mastiff and an English bulldog. I stay away from the corner of the neighborhood where he resides for for exactly this reason. I need my hands to do what I do for a living - I would really hesitate to intervene to save the smaller dog for fear of being gravely injured and then not able to support my family. I can control my dogs fine when they are on a leash but when someone else's dog is not on leash, they can keep provoking, jumping and circling and then things can spin out of control very easily. I carry pepper spray so I guess I would use it rather than intervene myself to help prevent injury to either dog.
I DO NOT get why people wont leash their animals.
IF they find the larger dog, they will ask for his papers and vet records as well as observe his behavior. I dont believe they will do much more than that though since the other dog was off leash and provoking.
The owner who lost their dog might get a citation for having their dog off leash but I would hope since the dog died, they would just forget about that citation. Having said that, it IS the law. I am not unsympathetic - I adore my dogs and I would be sick to lose either of them. It is a horrible tragedy to lose an animal in this way.
Rather than make this a witch hunt for the larger dog, I would hope people would just see this as their light bulb moment to get their dogs on leashes. If this little dog had been on one, he would still be alive.

A murder is by definition the killing of a human by another human.

My gripe is that OP did not indicate that a dog was murdered. I thought it was a person. I actually wondered about several friends who live in Glover Park!

Anyway, I read that on a flyer posted in my GP (my hood) last night. Pretty awful. But the title of your post, OP, alarmed me because I thought it was the murder of a human, which is pretty unheard of in GP.
