I think you should appeal with WISC. I'm sure your kid will have good WISC scores with that NNAT score. I also think GBRS is very subjective and inconsistent. GBRS 6 for the perfect score on NNAT is just not right... Teachers/AART should be educated to have some common rules, and also should understand introvert kids don't raise hands all the time and some bright kids get bored with unchallenging materials.
I heard some private schools gave out very generous GBRS, but wonder many 15/16 are given in local schools as well.
Btw, mine has 12 from AAP local.
