Not to defend the guy for the abuses, I think it's a jump to call him a racist on this basis. First off, a joking use of dialect may be insensitive, but I don't think it rises to the level of racism. Perhaps more important, it looks to me to be at least as likely to be intended as baby-talk (infantics?) rather than ebonics, especially "pawty".
