You can be waitlisted at two different Fairfax County elementary SACCs at the same time. I would waitlist your DC where you are living now and where you think you'll be living then just in case something doesn't pan out.

You can enroll your child for the 2013-2014 school year in July 2012. Therefore, if your child has not started Kindergarten but WILL start Kindergarten in September 2013, you can enroll that child in July 2012. You contact SACC and tell the person working at SACC Registration the name of the school your child will attend in September 2013.
