If the candidate is really good, the recruiter won't pass it up. All they care about is closing, and good candidates help them do that. They don't care about deadlines.

Depends on how strong a candidate you are (assuming it's not a federal job). As a recruiter I'd overlook missing a deadline if you were a compelling candidate.

There should be a contact number/name/email address in the job description. Contact that person, explain that you just heard about the position and ask if they would still accept an application. Then put your cover letter and resume together and wait for the response. If you get a positive response, immediately mail back your cover letter and resume.

I personally would not just respond anyways. For some HR departments and recruiters, they'll mark you down as someone who does not read and/or follow instructions well.

I wouldn't say it is in "poor taste" but it is highly likely that you are just wasting your time. Unless it is some niche position, the recruiter got many multiple applications for the job. S/he's not going to waste time with someone who is late. If the position has not yet been filled, it will be reposted. Apply then.
