OP, I actually have the same question about veggies, though if I had to take a guess I bet carrots freeze well, and also broccoli and cauliflower.
As for dal, no, don't do tarka before you freeze. I just did this last weekend. I froze plain dal (just made with haldi and salt) and put it in a few ziplock bags. Once it's defrosted and heated in a pot I'll do the tarka and add it in.
