Halo sleep sacks are good quality. I did not like the Halo sleep sack with the swaddle flaps: all the extra fabric bunched up around DS's face so badly that it seemed like a SIDS risk and I stopped using it.
We love SwaddleDesigns now that DC is older. When he was tiny we used Kiddopotamus and Halo sleep sacks that had swaddling wings attached. We stopped swaddling early because he was busting out consistently, though, and have been using traditional sleep sacks since six weeks. Down side is that he is far more mobile in the sacks than he would be in a swaddle---knows how to inchworm himself all over the crib!
A sleep sack is not a swaddle. Sleep sacks are like sleeping bag vests for older babies & toddlers who need warmth but are not yet co-ordinated enough to keep Val keys on themselves. They are not tight like a swaddle. Are you looking for swaddling blanket recommendations, like a miracle blanket?
We just did a tight wrap in a big blanket and never had any hip problems.
