Though, normal, but not acceptable social behavior, try to find out the reasons of her behaving so and strictly put a full stop on her behaving in such a fashion.

Pretty "normal" for the age, and for being new to having a younger sibbling; especially one who is learning to crawl/move/get into "her" stuff.
I agree with the other PP about times outs EVERY time anything like that happens. I also suggest taking away toys or items that she takes away from him, and telling her that when she can play nicely and share, they toy can come back out--put it in a closet or something, wait a few hours, then give it back explaining that toys are for everyone to share, and re-iterating the fact you want her to play nicely.
A explanation really goes a long way. Just remember to tell her she is bigger and older than her little brother and it is her job to love and protect him--- and play nicely. She cannot touch him like that.

She is three, she likely, unless redirected, has little idea what she is doing is "wrong".

Please don't use the word "evil" when you're talking about a 3 year old.

Totally normal-but still not ok. She needs to go to time out every single time for 3 minutes.
And never leave them alone out of your sight, not even for a minute

MY GRANDAUGHTER IS ALMOST THREE HER LITTLE BROTHER IS 9 MONTHS. EVERYTIME HE TOUCHES SOMETHING OF HERS SHE PULLS IT AWAY FROM HIM.
AND PUSHES HIS FACE SO HE FALLS DOWN.
THE OTHER DAY SHE PULLED HER STUFFED ANIMAL AWAY FROM HIM AND PULLED HIM OUT OF HER SPONGE BOB CHAIR. HE CRIED AND CRAWLED BEHIND THE CHAIR
SHE ROCKED THE CHAIR BACK AND FORTH KNOWING HE WAS BEHIND THERE.

IS THIS NORMAL OR EVIL?
