Pretty "normal" for the age, and for being new to having a younger sibbling; especially one who is learning to crawl/move/get into "her" stuff.
I agree with the other PP about times outs EVERY time anything like that happens. I also suggest taking away toys or items that she takes away from him, and telling her that when she can play nicely and share, they toy can come back out--put it in a closet or something, wait a few hours, then give it back explaining that toys are for everyone to share, and re-iterating the fact you want her to play nicely.
A explanation really goes a long way. Just remember to tell her she is bigger and older than her little brother and it is her job to love and protect him--- and play nicely. She cannot touch him like that.
She is three, she likely, unless redirected, has little idea what she is doing is "wrong".
