I think that's right (and the number may even be higher), but as I understand it, they eliminate right off the bat the kids with test scores below a certain cutoff, and then work from the remaining pool (whatever that is). I imagine this becomes a very hard task since there are likely more than 100 kids in the remaining pool with scores sufficiently high - but there just aren't enough spots. Consequently many qualified kids are rejected.
My child was admitted and I am grateful for that, but I feel sad for those kids out there who could succeed in the program but who for whatever reason were rejected.
