Frisco Grill and Victorias in HoCo. The first has the better drink selection and the second has the better food. Also check out Blob's Park (German beer hall).

Freddy's Lobster and Clams in Bethesda has a great beer list (I'd consider it kid friendly except that it has a fairly limited menu).

Mussel Bar in Bethesda has a lot of Belgian beer (and also a limited menu and less kid friendly).

Also recommend the Pratt Street Ale House in Baltimore. They're both awesome, but Pratt Street has some of the best English-style beers on the East Coast.

Montgomery County: Rock Bottom Brewery, Bethesda. Quarry House, Silver Spring.
Howard County: Ram's Head Tavern, Savage (North Laurel)
