When your toddler gets a bit older, Comet Ping Pong (mostly pizza, but some other stuff too) in NWDC has the back room with ping pong and fooz ball tables. At this age, you can just hold them and let them watch the games, it gets pretty crowded at early dinner times.

Is the play area appropriate for a 3yo?

I remember loving the play area at McDonald's as a kid. My parents rarely tooks, MAYBE once a year.

The McDonalds in Centreville has massive play area. As does the Burger King across from it. On 28, just south of 66, I believe.

We just went to Jackson 20 in the Alexandria Kimpton for brunch and it was perfect. The restaurant is loud so no one was bothered by DS noise, great kid's menu, and the best part - the huge patio was open and accessible to run and play in when he couldn't sit still anymore. Highly recommend it!

Burger King and McDonalds - most BKs do and some of the larger McDs.
