In it Santorum is asked to respond to the statement and he did not deny that he was referring to "black people". I still can't hear it that way, but he sure did or he wouldn't have responded in this way.

I HATE Santorum and I think that he said blind people. Nobody needs to make anything up about him --- just read what he's really done.

I thought he said "blind". I don't like Santorum, but I don't see the race comment. Medicaid and Soc Security Disability Income both have provisions for the blind. And of course it is reasonable to think that it's better to help blind people get work than to receive disability payments and insurance.

Here is the clip. It sounds to me more like "blind people" (or actually "bligh people") than like "black people". My guess is that he started to say something else and then stopped and changed it to "people". What do you think he was trying to say? It's at about 40 seconds.
