Yes, it has always been there and yes it will show the stars on the top. Five is the best. I just rated your post above.
Edit: I should add the the rate box only shows up if you are logged in.

I just noticed the "Rate" box at the bottom of postings. Is that new or have I just been my usual unobservant self until now? And which way do the ratings go -- 5 is best? Will the ratings show in the stars on top of the message?
