Since this is an old post I'm not sure if you found a tutor already for your child.

My daughter (3rd grader) is being tutored in reading by a MCPS teacher. She is wonderful and has helped my daughter a great deal. They currently meet once a week at the library, but the tutor can come to your home as well.

I think your best bet is asking your child's teacher--no teacher at your child's school is allowed to tutor your kid for money, but other MCPS employees are allowed (ie teachers in other schools). Many teachers tutor for extra income. Your child's teacher can post a message where all other teachers would see it and could forward on their contact information, either to you if you're willing to have him/her post your email address or phone number or to the teacher and then the teacher can pass it on to you.
