PP here...yes its because we are both feds. If one of us had private insurance it would still be a hassle to get the coverage coordinated but it could have been done.

dual plan is a recipe for annoyance, both sides will try to not pay

maybe this is just the rule because you are both feds. My husband is fed aI am not and I am covered by his plan and through my office. There's been no problem.
