I don't think it is fair to say it comes up for every candidate. I doubt that Tim Pawlenty or Mike Huckabee has settled a bunch of sexual harassment cases. I doubt that it happened to Hillary Clinton or Bachmann. I have yet to hear such a thing about Ron Paul.
Sexual harassment is a serious thing. I think it is a terrible thing to brush it off by saying that it happens to everyone in this position.

Depends on the race of the "victims". If they are non-white this will be treated as just another "high tech lynching" my most of the media and Cain will live to make a run for the nomination. If one or both of the women are white - you can stick a fork in Cain becasue he is done!
