Sorry, but that would not fly at my house, even if she is upset about something and crying to herself. Could it be that she is discovering the power of her tears to get you running?
I would very calmly say: "I'm sorry you're upset. Here's Giraffy; he will keep you company until you're ready to come back." And then shut the door and leave.
It's not like that. She gets very upset, and doesn't want an audience. I've never heard of that in a toddler, usually, it's the opposite. She doesn't want DH & me around when she's sobbing in her crib; she doesn't want us to see her cry. It's different from a regular temper tantrum, which we know how to deal with. This is something else.
