While PG has 3 French Immersion k-8 schools, I've heard no plans about a Chinese one- I think it is taught at some of the schools but not in an immersion setting. I don't think the county is averse to starting one, given that these schools have performed pretty well; I think it is the lack of funding that is the main barrier...

I think there is a partnership trying to start at Paint Branch elementary in Colllege Park between UMD and the school district but I think it is slowly starting because of county funding.

MoCo has several language immersion programs in the MCPS elementary schools. Some in middle schools. Not sure about high school. I know a child who attends Lycee Rochambeau in Bethesda (French private school). I am sure there are other private language-based schools, as well, in MoCo.

Is the OP trying to get a program established within PGC public school system? Or establish a charter? Or make their own private school?

Maybe check with some of the people that have recently started similar schools in the area. I don't know the intricacies here, but I thought it was difficult for Maryland schools to start charters. Or is that only in MoCo? Are you thinking of a private school?

What are the chances of starting a Chinese immersion/bilingual school in Prince George's County? Pros and cons? Any obstacles? Any advantages?

Do you know if any group is trying to start one?
