Walmart does this - you send in the file online, then pick it up. A 16x20 is about $12.

Yes, you just need to have a 300dpi image to start with (high resolution) and they can blow it up. The easiest thing is to have them do it proportionally, so if you want a 15" x 20" poster, you should crop your image to 7.5" x 10", etc. Or you can just bring in what you have and ask them to blow it up 150%, etc.
They can also mount it to gatorboard or foamcore if you need it to be more sturdy. Doubt if it's cheaper than Costco, though -- check it out. Any local copy shop will do this (Sir Speedy, Kinko's, etc.).
