Do these neighbors hate you for the noise that you created while the previous project was going on? This just seems weird that they would call the police for 20 minutes of noise. There has to be more history here.

You have 15 working days to appeal. If the permitting issue is separate, then I am sure that it would be overturned.
What time was your plumbing issue? What kind of work were you doing? What noise are we talking about?

Subject: DCRA Stop Work Order Assistance
If ANYONE has any advice or experience on how to appeal or deal with a DCRA Stop Work Order, PLEASE help!!!
The Stop Work Order was filed due to (1) A permit that was expired but we are no longer working on that part of the project, it is complete and finished. No idea why it is even a issue at this point?! (2) A complaint from a renter next door about noise on a Sunday. Yes there was noise, but as we explained to the neighbor and the police (since he called them) that we had a major, unexpected plumbing issue!! 20 minutes worth of noise to get to and fix a major clog that would have shut the whole house's water down with our 1 year old in it!!! Even after we explained our emergency, the neighbor filed a complaint with DCRA.
The mandatory $2000 fine is harsh, no less for a completed project and an honest emergency
