Actual transaction is not part of the crime of solicitation AND the fact there is no accusation of prior activity: we have no idea if that is true and even if it is, so?
I'd meant that he was not targeted based on prior suspicion. His arrest appears to have been incidental to the greater goal of this particular police operation.

None of this has anything to do with sex trafficking. He attempted to enter into a transaction with a consenting adult of a type that's illegal in his state but not in all states. This is a minor crime, should he even be convicted of it.

Even if the transaction were as he intended, the accusation would not be of sex trafficking.
