The bolded was addressed in a different thread. Formal does not equal polyester and nylon! I know it's hard to find natural fibers these days, but they do exist...
When it's hot, I do not apply a full face of make-up: I mix a minimal amount of Dior primer and Dior Backstage liquid foundation together in a "natural make-up" look, or just go bare faced after my morning plumper and moisturizer. You can apply waterproof mascara instead of the regular version. Most eyeshadows will migrate and crease into the fold of the eyelid, so maybe don't do eyeshadow. I think lipstick or gloss will be fine.
The main thing is a good deodorant. I recommend Lavilin. For sun protection, feel free to bring a parasol. It will elevate your formalwear!
But yes, in general, I hate hot weather so I sympathize.
