Princess Polly and Lulus are very popular with tweens now and they both have a lot of white dress options

Altard state in Tyson’s starts in size xxs and they run smaller than a lot of the brands in Nordstrom and Macys

We bought one at Kohl's last year.

Target has some cute dresses. Amazon too.

We ordered a couple from Amazon and kept the one she liked.

If you’re willing to metro to pentagon city, Nordstrom kids section usually has nice dresses. The juniors section also may have something in xs.

Macy's online has been good to me! Also Nordstrom's Rack.

More formal - dillards has a juniors section that’s pretty small, hollister if casual sundress, altard state possibly, if online lulus has xxs and Princess Polly can be hit or miss.

I found a nice, appropriate dress at Macys in the girls section. My DD is also super skinny (83lbs) so I went down a size. It was floral, knee length with a little flare and short sleeves. It had a tie in the back so I could tighten the body which really helps make it fit better. It was about $50.

Or Holliser but they might be sold out of the small sizes.
