Did you read the article? The man barricaded himself in the store. Police fired multiple shots b/c he resisted and had a knife when they broke through barricade. It seems that bystanders reported he was homeless and having a mental health episode.

From the facts that have been made public so far, it sounds like he was shot when he only had a knife. This certainly raises some questions that deserve answers.
