He won't be able to, kids will revolt. There is literally no space for every high schooler to eat inside, unless you want to do it East Asian style, where every kid eats at his desk!

Even way back when when they had several periods very few ate in the cafeteria and ate all over the school.

Open lunch is a safety issue in what way? We had it back in the 1980s at our middle/high school. (Yes, some districts still had them combined back then.) We went out daily, as the school was smack center of town. You could eat anywhere. (And, no, there was not enough space in the cafeteria.)

Unfortunately the high school cafeterias (like WJ) can’t accommodate the entire school (3000 students) for lunch.
And are we really going to expect the kids to eat on the floor in the hallways?

But yes, open lunch certainly presents a safety issue.

He lives in the BCC area but not sure if his kids go there, private or another school.

Any kids are grown. No kids in his house.
