thats exactly what i said. Before all those players got at least 4 years. Now they age out. It would be just as easy to not allow foreign players on college rosters. Or just say no scholorships to foreigners.
With the clock starting at 19 you wont get any more feel good stories about the 40 year olds that are reliving their youth attending college later in life.
I dont think thats how it will work.
5 years after 19 basically means 24 is the oldest you can be. College coaches can still bring over 22 year old foreign academy washouts. But they can only play for 2 seasons. (Until they're 24)
If as a coach youre planning to burn through most players in 1-2 years and replace them with new. This doesnt stop recruiting foreign players.

they should but a college coach wants to win. Failed pros from outside US will just always be better.
