Yes, just like PP said - say "go pee" when you take dog out, praise and give high-value treats. Don't be shy with praise, it should be a party 🎉, hot-dogs or cheese as a treat works best for my dog.
Also, I do that in the same spot on the front yard, just stand there and wait for dog to pee. He'll go rounds, but I'm not going anywhere unless his business is done. If he refuses - we'll go back home.
All that is for training, to associate command with something good (praise, treat, walk/play). Once dog is trained - just repeat it from time to time/when needed so he remembers.

NP. We tell her "Go pee, cookie cookie." And the second she goes, a morsel of a cookie gets put in her mouth. Eventually she just goes on command and we no longer give her cookies. Also, we come back in immediately after peeing, so it's her reward for peeing. She pees quick so she doesn't have to be out in the rain.

There is nothing you can really do, just take your dog out in almost any weather
We got our puppy in December r, I'd never forget taking him out for potty break at 3 am in the morning in the middle of the snowstorm. Not fun, but ok. Now he doesn't really mind the weather (and got used to cleanup procedures when coming home)
PS teaching your dog to pee on command definitely helps to keep walks in the bad weather shorter

I am not sure how the weather is right now, as I am stuck in a building with the no windows, but for our dog, we went on a walk even if it rained or snowed, as long as it was not super heavy. Additionally, we planned to take her out before the rain comes. Just check the weather app and plan accordingly. Lastly, we also had a covered area under our deck that she knows to go to when it rains or snows super bad. But honestly, it is just exposure.

Not really. It's tough.

With my dog we just took her out almost no matter what, and trained her to go for a walk in whatever weather. If it were pouring or a sheet of ice or whatever, we didn't go, but a little rain or snow and she was going. For example in today's weather I wouldn't have taken her in the hail, but right now with the wet snow? As a puppy she would have stopped and turned around to go inside, but I would have made her go out for a walk, and she'd be fine. She didn't ever like it, and still doesn't, but she got used to it. And yeah, my dog is the same as yours -- she needs to walk a bit to go #2.

Is there some magical solution I don't know about, regarding potty training in torrential rain and snow? Even the dog does not want to go out in this weather.. #2 especially as he needs a walk to get it out.. thanks.
