Rock Climbing may be an option.

A lot of martial arts schools are twice a week and start anytime. An issue may be that the youngest kids have the earliest classes and 14 year olds go later.

Spring sports (baseball/softball, soccer, track and field) will all be starting on the next few weeks. Again, the rec versions have practice on the evenings.

Limit the screen use to X hours per day.
I have an 8th grader too. She does a sport bur it’s not every day. When she’s home she does some screens, but also walks our dogs, makes dinner sometimes, draws, reads ( somewhat forced by me) goes to our local rec center for youth open gym, has a friend over….

OP here. Yep, that works really well for one of my kids too, but it doesn’t work as well for my 14 year old. I’m glad it is working for your daughter!

OP here. Thanks for these suggestions! He is into a lot of things, but our issue right now is that he is about to finish (perform) his biggest activity, and I’m wondering what is available to start at this point in the year so he doesn’t spend all his time trying to be on screens. I wonder if there are ice skating or tap or fencing, etc things starting a new session or welcoming new participants soon.

What's he into? My 8th grader takes tap, fencing, and creative writing classes, and volunteers. There's martial arts, scouting, sports, dance, art, etc. What's offered at his school?

Maybe ice skating lessons at Cabin John?
