My concern is that no times from that meet appear in the USA swimming data hub. Why could that be? Is that not connected to SWIMS? Is that not where meet directors would check to ensure cut times have been achieved?

This sounds like a PVS problem or a problem with the meet file that PVS kicked back to the club(s).
The general process of how it works is that the host club sends the final meet file to PVS. The PVS National Times Coordinator verifies the file, looks for any timing anomalies, checks for any issues with swimmer names/USASID/etc, uploads the data into SWIMS, "certifies" the meet file, works with the meet director/meet referee for any issues found, and then hands it to the PVS webmaster. The PVS Webmaster then posts the official meet file on the website. Myswimio, swimcloud, etc all import the officially posted meet file from pvswim.org (and other LSC websites). A few third party sites screen scrape data from SWIMS as there is no API for SWIMS because USA swimming wants to own all the data. Sometimes the host club sends the unofficial meet file before PVS has verified it to third party sites but this can cause issues if the National Times Coordinator has to correct any times (ie going to secondary timing system), fixes any names or swimming IDs, etc.
The real answer to why would be to ask your coach to email
times@pvswim.org and ask.
