UMD has residential soccer camps.
My rising 9th grader is going for the first time this summer. Its only 2 nights and I think they accept all levels

Check out the DC Soccer Club camps. They have a wide array of teams, so some of the lower competitive groups may attend their camps. Another option to reach out the high school coach - they often have summer workouts for kids interested in trying out.

Good camps but geared primarily to younger players.

The best training around is the Art of Soccer. Every kid they train gets a starting spot on the team. Just my humble opinion

I am a huge fan of Achilles but not sure whether this would fit her profile reentering the sport. Here are a few options:

FourSoccer: https://www.ussportscamps.com/soccer/nike/nike-soccer-camp-foursoccer-washington-dc
DC Elite: https://districtelitefc.org/brazil-style-summer-camp/
DC XI: https://www.dcxiproject.com/camp
PPA: https://www.ppateam.com/summer-camps
DC Soccer: https://www.dcsoccerclub.org/elite-camps

If she is really ambitious, Achilles and Next Star are great options.

Based on your description of her current situation, the only wrong camp is one where everyone is highly skilled and very serious about soccer
