We have some bamboo that was at the edge of our property when we bought 17 years ago. I hate it, but I also don’t know what to do with it. I just keep trying to cut it back.

Clumping bamboo is non-invasive and perfectly fine to plant in MD and VA. I planted fargesia robusta Campbell in my backyard 15 years ago. It took many years but has finally formed a nice privacy screen that is easily maintained.

that is why you buy clumping bamboo and from a reputable nursery in Oregon I linked to. yes some places will say bamboo is clumping when it is running, and then you can have a disaster. these guys don't do that

clumping bamboo is beautiful and has no risk of spreading, biggest downside is the tallest you can get only grows to about 15 feet

there are no rules against clumping bamboo in DC, otherwise they would not ship here

Be sure to check your local ordinances about bamboo, and be careful how and where you plant it. Locally, you can fined up to $50 per day if the bamboo crosses your property line and it presence can ngatively impact future property sales.

Even though you are focusing on a clumping bamboo, even that spreads if put in the ground, just more slowly.

Bamboo is risky. A neighbor planted some and swore it was a type that wouldn't spread. He was wrong.

For property values-I would be wary of buying a property with bamboo on the premises unless I had a ton of money at hand to spend on a crew to remove it each time it repeatedly sprouted up where it wasn't wanted.

this nursery in oregon is excellent, have gotten multiple shipments of that to dc. does fine in the ground, does not last in containers over the winter here, sadly.
