The Virginia Premier Soccer League (VPSL) and the National Capital Soccer League (NCSL) today announced a collaborative partnership to help design and operate the new U.S. Soccer Competitive Pathway, known as NewComp, within Virginia (Mid-Atlantic District 2). This partnership positions both organizations at the center of what is widely regarded as the most significant restructuring of youth soccer in the United States, connecting Virginia's vibrant soccer community to a nationally unified, promotion/relegation competition structure for the first time.
A Historic Moment for U.S. Soccer

NewComp is a cornerstone of initiative of U.S. Soccer, US Club Soccer, and US Youth Soccer (USYS) designed to create unified, transparent, and affordable competitions for youth players. The new competition organizes competition across eight regional conferences and approximately 34 geographic districts. Today’s announcement names VPSL and NCSL as founding operators of the Virginia district, where they will be responsible for delivering high-quality, locally-rooted league play that connects directly to the national pyramid.
This is the first time U.S. Soccer has formalized a single, nationally integrated competitive tier that bridges the gap between recreational and pre-professional play, replacing the fragmented, often confusing landscape of overlapping leagues with a clear, merit-based system offering genuine promotion and relegation pathways.
VPSL and NCSL: A Complementary Partnership

VPSL and NCSL bring distinct and complementary strengths to this collaboration. VPSL, operator of the ECNL Regional League and National Premier League (NPL) in Virginia, brings deep club-based competition infrastructure, an established national platform presence, and direct alignment with US Club Soccer's framework. NCSL, one of the region's largest and longest-running club-centric team-based leagues, brings unparalleled grassroots reach, community trust, and a proven track record of serving thousands of players, teams, and clubs across the area spanning Northern Virginia, Maryland, DC, and West Virginia.

What NewComp Means for Virginia Players and Clubs

First announced in January 2026, NewComp is designed to be the premier national platform for team-based competition in the United States. The competition model is being designed with three core priorities:
• Reduced cost and travel through geographically organized, locally-rooted competition
• Clear, merit-based promotion and relegation pathways connecting district, regional, and national levels
• A unified calendar and evaluation framework that minimizes duplication and simplifies the experience for clubs and families
Today’s announcement reflects the confidence US Club Soccer and USYS have placed in VPSL and NCSL. The Virginia leagues are expected to play key roles in shaping how the competition will unfold not just in Virginia, but nationally. Operators were named today in only 19 of the 34 districts. Operators in other districts, including in the Maryland, DC, Delaware district, will likely be named in the coming weeks.
Shaping the Future Together

Both VPSL and NCSL have emphasized that their collaboration extends beyond operations. As co-designers of the Virginia district model, both organizations are committed to ongoing engagement with clubs, coaches, parents, and referees throughout the development process. Feedback from the local soccer community will directly inform how division structures, scheduling models, team evaluation criteria, and promotion/relegation standards are finalized.
