He will be eligible for an IEP at age three if he has a qualifying disability. Which he probably does if he needs this much support this young.
No need to wait till age 3. You can contact your county early intervention services right away.

Yes. I dont know, but more focused on trying to keep my son in school than worry about their legal issues!
