What do you mean by OP should have requested a meeting?
The process at our school is the counselor meets with the students, hopefully has teacher recs for next course level selection, then the parents discuss at home, then the counselor makes adjustments. OP is doing what the school told her to do. The school counselor clearly dropped the ball on meeting with students. Which is a little baffling considering they only have so many 9th-11th graders in their student load.
