Peplum tops are always too short, so the flare hits high.
I hadn't heard that about dolman tops- they are almost always cut straight across the neck which makes them make me look more boxy, but it's a good point about the bringing of the emphasis down.
I find these days my breasts look so matronly is part of the issue generally.
