The fashion industry IS exploring it. Wigs are a very specific business and not really something big fashion houses would tackle because materials sourcing and manufacturing are so different, but there are absolutely luxury, high end designers of wigs, by appointment only. Scarves, hijabs...you can buy a Lululemon or Nike hijab, luxury head scarves from all sorts of high end designers.

With more awareness of skincare and increasing use of Tretinoin and C serum etc. we need more options to protect face to avoid slathering sunscreen every few hours.

It's true that it doesn't seem to be culturally appropriate for western cultures and westernized cultures to wear head coverings all the time. The fashion industry makes hats for fun occasions, which is not at all the same sort of market as making quality religious coverings for Muslims.

Saudi/Middle Eastern women wear designer veils (YSL etc).

Muslim women, for example, buy luxury silk hijabs. I don't know why you'd expect the nuns or the Amish women who purposefully live the lives of austerity to buy luxury items. Your whole premise is just wrong.
