Yep, either buy men's shirts or buy a shirt with a boyfriend/men's fit.

All my shirts sit like that for me and here I thought that was a bug not a feature! I like the more fitted look like in the first pic but I have a very short torso. I pull out the material after tucking to not look like Urkel and end up with this blousey look.

It needs to fit correctly, not be too large. Plus it needs to be the right fabric, the second pic you posted is more like a jersey so its very soft and the collar won't stand up/tuck right. And the right boob to shirt ratio matters.

One of the many benefits of being slim in that area, OP. I have a long thin torso and can blouse almost any shirt. But my legs are comparatively short and thick, so there’s no long-legged catwalk-y stuff for me.

You are likely buying the wrong shirts. Many shirts now are cut intentionally large specifically so they blouse a bit. It can be hard to find the sweet spot and depend on your body shape and size (bust size is everything in this respect).

If the shirts are very blousy, you may even need to size down. If you don't want fitted, make sure to avoid shirts with darting that brings them in closer to the waist.

Anyway, try on more shirts. Try on different sizes. If you have a large bust, size to your bust and then get them tailored as needed.

Tuck in the front then pull the part you just tucked up/out a bit.

I’ve noticed some women are able to get the shirt to blouse out a bit.. when I size up they look terrible.

This is how mine end up — Too fitted or sleeves too large 😭

This is how I want mine to look:
