They were robo calling people in areas with a sizeable Chinese population. It was some automated message in Mandarin saying that people had to contact the embassy.

Fox Hunt was supposedly a Chinese operation to monitor and control Chinese emigrants and dissidents living abroad, A couole(?) years ago the DOJ charged individuals for operating a secret Chinese outpost in NYC,
