I think that in your case, the answer doesn’t matter. You are questioning already, your nervous system is telling you everything you need to know about trusting this person. Trust yourself!
Cutting ties with this person completely would mean losing a business relationship with a third person who is wonderful and I think likely has been lied to by this person. So while I agree with you, particularly because this document could have been sent WELL before it was needed, I would love to have proof they lied. I will have to decide if I care enough to go to the post office though. It seems to me completely crazy they would have done this.

They forcefully started they had mailed the document several days earlier. When I arrived home that day, the document was in an envelope in my mailbox, with stamps that were crossed through and no post marks of any kind. I looked because I initially assumed it was sent, but not as early as they said. But now I am wondering if they realized they had messed up and placed it in my mailbox instead. If they straight up lied I would like to know and no longer interact with this person ( who was well aware I needed the document before the day it arrived). Is there any way to know?

OP and I think so too. I would love to know for sure though because this person has been incredibly disorganized and that has caused problems but this would be the first indication of an outright lie and I would like to say something if I had proof.
