Generally no, OSHA violation. Some can if they provide portable restrooms and drinking water, particularly essential services.

pretty sure some 7-11s are food retail establishments because they sell all kinds of drinks and breakfast sammies, hotdogs, etc. The concern is employees not washing hands

Not sure how you operate a Starbucks without water.

If no running water (can't use bathroom) due to water main break, can they force you to come to work? Think CVS, 7-11, Starbucks...etc. Seems inhumane and against laws.
