It’s odd that you never heard of this. It started so long ago, any male born in 1960 or later has had to register.

If Trump continues with his reign of terror they will start looking at the youngest on the list. Maybe set up voluntary training centers in high schools to start then it starts.

Let him know there is no "draft" and yes, he has to register with the selective service.

HB 669 (2002) requires that every eligible male under the age of 26 who applies for a learner’s permit, driver’s license, or identification card be registered with the SSS. The application “shall indicate either (i) that he is already registered with the Selective Service or (ii) that he authorizes the Department to forward to the SSS the personal information necessary for such registration.

It is required. Govt job applications will ask this question. Not sure about private sectors.

Yes he does and yes there are consequences but mostly they would involve requiring him to register at that (later) point. For example if he’s applying for a job with clearance I believe they inquire if he has registered.
