And yes I know lottery spot is different from an actual seat.

With all the changes I just want to make sure they are guaranteed enrichment at least at the home school.

The enrichment now available to 4th and 5th graders at home schools is much weaker than it used to be. That's thanks to the MCPS Accelerated and Enriched Instruction office, which took away ELC.

I doubt it was AEI which removed ELC, though the current AEI lead likely would put up less resistance than some past to things like that, which more likely came from the overarching Curriculum office or, possibly, the ELA office under that. It's like Mordac, The Preventer of Information Services...

The MAP-R window is still open and some kids haven't tested, so they have not done the local norming for this year yet. Based on past years, that score would probably be above the locally normed 85th percentile for low FARMS schools.

You don't have to make the lottery cutoff to get enrichment at the home school-- the school has the discretion to add as many additional kids as they want, so I would imagine a 97th percentile kid should have no problem even if they were somehow left out of the lottery (which they shouldn't be unless something's very weird this year.)

Will they get into the lottery, probably, but will they get a slot, its impossible to guess.

Very good, your child should make the lottery assuming their grades also meet the criteria.

What are chances a 97th percentile score will qualify for a CES lottery spot this year at a low farms school?

Have your 97th percentile kids made the lottery in the past?

TIA!
