DC's friend a few years ago was admitted to Purdue eng but not UMD eng. Purdue does seem easier than UMD. In state.

GT is the hardest admit and Purdue has the most engineering students with 14,000 undergrad not including CS. Purdue is the easiest admit at around 30% OOS with more than 70% engineering students being OOS or international. Purdue and GT are probably the best but they are all excellent schools with not much daylight between best to worst on this list.

EA2 for Georgia Tech last cycle was around 8.2% admit rate. After regular admission is was about 9%. Apps are up this cycle from last there as well.

For OOS applying to engineering, from hardest to easiest, I would suspect -

Georgia Tech
Michigan
UMD
Purdue
Wisconsin

Purdue takes more OOS students than Maryland does. But these are all good schools for engineering.
