If you're in DC -
JCC, Adventures on the Hill, Y (traditional and aquatic), DPR, DC Way, RDU Tennis - all make exception for the awkward "still 3 but will be going to Pre-K4 age"

Several private schools with preschool/ kindergarten programs in VA have day camps.

If you’re in DC, most camps will take an almost-4 since kids who turn 4 by Sept 30 will be between their PK3 and PK4 school years. DPR camps have been great for us. I know Champ Camp, run by the Champions afterschool folks, says it’s ages 4 and up, but if you call and say your kid is turning 4 in Sept and is finishing up PK3, they’ll let them in. They’re probably not the only ones.

This. Traditional camps pretty much never had programs for 3 year olds. You're looking for a preschool that has a summer program.
