No, they are completely separate approaches. Analysis is pure math, theoretical, math, etc. Applications is contextual work problems. You could probably do analysis year one and get through applications year two, since about 70% of the content overlaps, but the way the material is studied is fundamentally different. (at least at my school.)
You can do Apps in 10th and switch to analysis in 11th

Did she do both years? HL or SL? Even year 2SL has some very basic calculus in it, by the end of the two years they have certainly covered pre-calculus.
If she only did year one, then I would agree. That’s only a partial precalculus. The rest of the time has some other topics.
