On January 31, a Democrat will be elected to represent Texas' 18th district, replacing Sylvester Turner (who died almost a year ago, byw!). Then it will be 217-214.

He can't - you can't just redistrict one district. You have to redistrict them all (which will happen for the election in November). The latest the special election can happen is June.
