probably fine to submit for all but look at naviance. My kid was in Loudoun and submitted a 1390 and got into UVA, though this was a couple years ago. He had a 4.6 GPA and was top 5% (top 2.5% actually).

It depends on the college! Where is he applying?

Also, see if you can figure out how DC's GPA compares with his class. figure out if he approximately is top 10%, top 25%, top 50%, or whatever.

College admissions offices usually compare students against their high school and their county school system overall.

Figuring this out will help in determining which colleges are reach, target, or safety b

Ask school's college counselor about the median, 75th %tile, and expected peak SAT scores for that school -- and if available for PWCS overall.

SAT scores -partly- are evaluated in the context of the student's own HS scores and their county's overall scores.

If that score is a good score for that HS, then submitting likely will help. If it is not a good score for that HS, then think carefully before deciding.
