Yes, you are right. I think the drop was because Penn went back to test required this year. I would not expect ED apps to Penn to materially go up or down next year.

I would only ED to a school that your child 100% wants to go to. Are Cornell and Penn largely head-to-head in their mind? If so, I would not give up the Cornell legacy advantage in ED. If, however, Penn is by far their first choice, then ED Penn. I am a big believer in just taking your shot and trying to not worry too much about variables you have no control over.

My kid was in a similar situation, but with different Ivy schools involved. Deferred ED, but kid has no regrets as legacy school was not their first choice and I have zero need for my kid to follow in my footsteps.

Check the Penn admissions from your high school over the past three years. Penn hates our high performing DMV public school, so I would never waste an ED app there. But I'm sure its different at other schools.

Public high, out of state

4.0 GPA unweighted, 9 AP by end of junior year, 1530 SAT. Strong extracurriculars, but no national awards (besides AP Scolar and potentially National Merit semifinals)

So many factors impact the answer. Public or private hs? What's your high school historical placement at each school? How many penn legacy kids are applying to upenn ed, etc. Do you live in NY state? I can only share our experience: Our private hs sends a lot of kids to Penn. The kids who get into penn ed are usually legacy and urm, several legacy were rejected ed, and I'd say RD accepts some high stats kids with a few ed deferred legacy kids. I heard cornell accepts fewer kids ed than in years past, but i think legacy still helps. But many kids get into cornell RD. We are in ny, so Cornell takes a lot of kids from ny, both public and private. I think your hs history will have the most helpful info.

Penn is a reasonable ED school. So your problem is not related to Penn admissions itself.

Cornell legacy is a big plus. The issue is whether or not you are willing to let go of this hook at Cornell. My take? Go with Cornell.

Probably not worth the risk unless they don’t want to attend Cornell. It seems that legacy is a huge boost for Cornell ED. I have noticed that many admitted early have photos of when they were infants/toddlers in Cornell gear.

How would we know with no info about your kid?

You missed the deadline by about two months so I wouldn't risk it now.
